Structural transformations in Africa
Trois Consuls Room
Chaptal Room
With an average growth rate of 5,5% during the last decade, Africa has become one of the drivers of
global economic growth. Raw materials, poverty reduction, civil society and middle-classes emergence
supporting the continent consumption, demographic growth and urbanization are factors explaining the
increasingly presence of foreign investors and the competition existing between the major powers on
the continent. But various African countries are still victims of a low education and energy acccess (600
millions African people do not have access at all at electricity).cité), of a still limited formal economy
and of its unstable continent image suffering from « bad governance ».
Today, Africa is fascinating the world, but are the prior emergence conditions fulfilled ? Is this
emergence true or just an illusion ?
Speakers :
- Mr. Jean-Michel SEVERINO, CEO, Investisseurs & Partenaires (France)
- Mr. Kako NUBUKPO, Economist, Member of the Global Economic Governance Program, University
of Oxford; Minister of Long-term Strategy and Public Policy Evaluation (Togo)

Round table 1 - The integration of women in the economic development of the
continent
Louis-Lumière Room
Louis-Lumière Room
Women have a major role to play in the agricultural and rural sector of the continent. However, they are
suffering from a low integration in the other economic sectors, representing only 8,5% non-farm sector
throughout the continent. Furthermore, the women illiteracy rate, reaching 80% in some sub-Saharan
countries, prevent them from accessing the emerging sectors.
What place should be given to women in a more and more urban Africa, where industry and services
are gaining ground at the expense of agriculture? Could they benefit from an emerging civil society and
from a generational renewal eager to profound changes?

Round table 2 - Women and health challenges
Louis-Lumière Room
In the front line and often abandoned in crisis period, women are part of the most vulnerable
populations and are particularly sensitive to health issues and challenges in Africa. They have to face
traditional outbreaks and are especially exposed to sexually transmitted diseases – low access to
contraceptives, mother-to-child transmission diseases.
How to make the care more accessible to handle this situation? What public policy program to set up?

Round table 1 – Food security
Louis-Lumière Room
Louis-Lumière Room
The African continent has to face the challenge to ensure the access to limited agricultural resources to
a constant growing population. This situation is aggravated by technical, technological, climatic and
migratory issues.
These factors are all responsible for a poor soil productivity, a bad product conservation, an insufficient
linkage between rural producers and more and more urban consumers, drying (if not desertification),
salinization of entire regions. Is the recent activity of non-African countries like China, South Korea, or
the Gulf States to exploit the most arable lands of the continent, even more weakening this perilous
situation?
In front of these challenges, how can these countries increase their productivity on the one hand, and
ensure soil sustainability on the other hand?
11.45am
01.15pm
Round table 2 – Rural development and mobile services
Louis-Lumière Room
Because of low integration, African countryside pain to benefit from the economic development of the
continent large metropolis. The agricultural sector represents 60% of all jobs but only 13% of GDP.
Mobile services can participate to the connectivity of rural area, in particular allowing the linkage
between producers and consumers, gathering scattered producers resources, ensuring the ways to
save and to pay on a large scale and for usually excluded populations.
What tools can be set up to solve effectively and sustainably the problems African countryside have to
face today, to ensure their integration in the national economic structure and to pursue this
indispensable services democratization? Through what governance these new services could durably
settle, to continue the actions and to foster rural economic development?

Round table 1 – Water, new economic war in Africa ?
Louis-Lumière Room
With the demographic growth, Africa face galloping urbanisation, often mishandled. How to ensure
drinking water acccess for all ? How to fund wastewater infrastructures ? How to manage waste water
streams ? How to contain health risk ?
In the countryside, water supply for daily life and agriculture are still difficult. Consequences of global
warming (dryness, desertification, deforestation, destruction of biodiversity…) exacerbate the water
challenge. How to prevent the drinking water sources from contaminations and wastes ? How to
increase the access ? What are the financial mechanisms able to strenghten irrigation network
necessary to an agriculture facing population growth ?
These human, social and economic issues are at the center of the dialogue with the actors of African
devlopement.

Round table 2 – From civil status to the rule of law
Louis-Lumière Room
Matters of civil status is a burning issue, critical and universal in a lot of African countries.
A lot of children have not been registered at birth. Their right to identity and nationality provided by the
Convention on the Right of the Child, are flouted.
They are several incidents. How to ensure their access to education and health ? How to protect them
from the threats : human trafficking, prostitution, forced labour, enrolment… ? How to help them to be
responsible citizens and actors of the expansion of the formal economy ?
For the State, challenges are just as great : How to plan future needs ? How to foresee education and
health infrastructures ? How to anticipate the voters list ? How to enable citizen participation ?
