International Police Training Academy (IPTA) is a
worldwide organization of training of police officers,
“which brings together without distinction of rank, sex,
race, color, language or religion members of the police
services, active or retired, to create between
them ties of friendship and cooperation, but mainly to
improve through specific training, their preparedness for
facing missions the undertake each and every day, the aim
being the preservation of the lives of police officers
deployed on various missions of public safety”.

I.P.T.A was founded in 2015,
by the police officer Vigier
Alexandre, then member of the
Anti Crime Brigade in
Val-d'Oise Department, France
(95 B.A.C.D).
The latter had woven since
2009 close links of friendship
with Brazilians police officials
based in Rio Grande do Sul,
and since 2014 in Lisbon,
Portugal.
He had the opportunity to form
through various international
police exchange privately
carried out various Brazilians
and Portuguese police officers,
his shooting trainings being
recognized by his peers.

I. P.T.A now accounts offices in Portugal, in Brazil, in Czech
Republic for the military parachuting section, and the Canadian
office is being created.

The evolution of violence against police officers since 2005, the
difficulty of carrying out their daily public safety tasks despite
adequate training of colleagues, and the growing number of
wounded and deaths within the institution made Police officers of
the I.P.T.A
Office work on a method of use of force which had to adapt to the
evolution of the means employed by the crime.

I.P.T.A France Office has constituted
a study since 2009 and still work on a
daily basis on the adaptation of
police methods in the respect of
ethics for a specific purpose: the
PRESERVATION of life, officials
incurred on missions of public road
but also individuals involved.

The Modern Police Tactical shooting
(M.P.T.S) emerged.
It is a method of shooting, which
basis is drawn from the feedbacks of
Chuck Taylor, an American soldier
and veteran of the Viet Nam war,
who was wounded several times
during the conflict. According to
him, his injuries could have been
avoided with a better knowledge of
his weapons, and especially with a
better control of its use in fighting
condition.

He also found that 80% of the killed or
wounded in combat had been because of
a shooting incident, of a failure to put
the safety lock or a lack of ammunition!
His sad statement did not stop here
however: 5% of American soldiers (or
2,500) had lost their lives by handling
errors made by comrades.
Chuck Taylor will then search for the
causes of this failure in the doctrine of
military education and create the ASAA
(American small Arms Academy).
He will point at the instructional
methods then established, that in an
artificial
environment create conditioned reflexes
most often unsuited to real situations
that
plunge individuals into an intense stress.
A method that unwittingly conditions,
by neglecting the feedback support,
operators to muscle reflexes which put
their life in
danger.

The foundations being laid, the
M.P.T.S also results from the
feedback of the experience of
French, Brazilian and American
Police officials, studied by the
I.P.T.A bureau since 2005.
It improves certain aspects and
clears others when using weapons
in self-defense.

Designed by and for Police officials, it contributes to a responsible
use of weapons, be it lethal or non-lethal. Unlike military trainings,
the Police officer is found in complex situations where the latter has
in the best cases between 1 and 3 seconds to analyze the situation,
make a decision and act in compliance with the laws established by
his Government and ethics.

M.P.T.S SIMULATOR
With Airsoft gun or fx simunition.

The M.P.T.S was designed
mainly for public safety
officials, and assumes that the
public road officer to respond to
a threat never has the initiative
and will have therefore to adapt
his response to a specific
situation, which none is alike.
This observation being that of
reality, the I.P.T.A Office
therefore proceeded to a method
based on 3 modules, reserved
for public safety officers:
Basic-Intermediate-Expert.

THE BASIC MODULE
The basic module allows the officer to
know his weapons, assimilate security,
and allows him to be responsible at the
end of the training, independent and be
able to respond to a threat in an
operational way.
He assimilates how to load, store and
carry his weapon, how to reload and
change the magazines, to solve his
shooting incidents, to avoid the "tunnel
effect", and the use of urban furniture,
the use of its ballistic protection, the
basic techniques of shooting in
movement, the various techniques of
basic shooting, the immediate reaction
facing a threat as well as the
commitment on multiple targets.

THE INTERMEDIATE MODULE
The intermediate module is inextricably
linked with the Basic level, it allows the
official to assimilate his response taking
into account his crew and the
environment, the basic principles of
progression in binomial and trinomial in
hostile urban environments, the basic
principles of progression in confined
areas, intermediate shooting techniques,
the reaction to a hostile crowd, the
commitment on multiple target at safe
distance and shooting of discernment, the
unexpected reaction of his crew to a
threat and the management of individuals
arrested in an attack.
The intermediate module, according to
the logistics set up, takes into account a
simulation module (MPTS Simulator) on
an extra day.

THE EXPERT MODULE
Meanwhile, the expert module
helps the official assimilate
techniques for progression,
commitment and extraction in a
confined environment, techniques
of engagement within an
administrative vehicle, the
shooting of discernment on a
threat in a non
hostile crowd, extraction of
non-operational crew member,
taking account of a threat
armor-bearer or belt explosive
level expert, the transition of
weapon, the handling of its
armaments following injury.

Currently, the M.P.T.S is available for pistol, revolver and shotgun.

The M.P.T.S is not designed to replace the methods taught in the
various institutions and does not constitute a 'specialized
units' training. It is a pedagogical package that will bring to the
public safety police officer an additional tool in the toolbox he
has gained from his initial and continuous government training.

Shooting is a form of martial art, and like all activities of this kind, it is
evolving. No technique, no method will provide a certain solution on
an event simply because even if the situations are similar, they are
different...
Why?
Because they have different factors to be taken into account by the
police officer: people, social and political context, timetables, mental
and psychic stability and different action type.
However, the M.P.T.S is designed to better meet and bring that
something more that can make the difference between success or
failure of the first mission of the Police officer: coming home alive,
with a clear mind and the satisfaction to have been able to carry out his
various missions, without interfering with privacy.

our various partners, also organize passages of several foreign
shooting patents such as:

I. P.T.A is able, within the framework of international exchange, to
organize passages of military paratrooper patents as the Czech Army
military paratrooper patent, the US Army military paratrooper patent
and the US Navy military patent.
