L’architectonique du site est en opposition avec celle du centre de la ville. dans le sens
où celle de la ville induit un comportement prédéfini, une appropriation minorée, sa structure
possède de prima bord une fonction ; en revanche celle du site pose question : Que permet cet
espace ? Ici l’utilisateur devient acteur de l’espace, c’est par son interaction avec les autres
usagers qu’il va en définir la ou les fonctions. On peut alors considérer ceci comme une
politique de démocratie directe, les habitants agissent par eux-mêmes, sans l’intermédiaire
d’organe représentatif.
Site architectonic and city center one are constructed and used in different ways ; they seems
to not fit, even disconnected. The architectonic of the city center induces a predefined
behavior, a minus appropriation, at first sight the structure have a precise function ; however
the one of the site raises questions : What makes this space, how could you define yourself by
the place and vice versa ? Here the user becomes an actor in space is by interacting with other
users that will define the function or functions. We can consider this as a direct democratic
policy, people act on their own, without the intermediary of a representative body.
Les gens construisent eux mêmes l’espace de leur vivre ensemble. Cet espace n’a pas
été conçu, créé, pensé, (il s’est construit de lui même par l’installation progressive de chaque
personne, par des individualités qui construisent une collectivité).
Le site est excentré du reste de la ville, non par sa localisation, mais par son système. N’ayant
pas d’accès simple pour les voitures, de noms de rues et de système d’adressage. Le
traitement des déchets, l’accessibilité et le recensement est difficile, ce qui les met à l’écart du
vivre ensemble plus large de la société de la ville de Tirana.
People built by themselves their space of living together. This space was not designed,
created, thought, (it has been built itself by the gradual installation of each person, by
individualities constructing a collectivity).
The site is off the rest of the city, not by its location, but by its system ; with no easy access
for cars, street names and addressing system ; waste treatment, accessibility and identification
are difficult, which puts them out of the wider living together of Tirana society.
D’un côté, le berger et les joueurs de foot sont parvenus à un accord tacite pour
l’utilisation des différentes zones du terrain. D’un autre côté, les habitants ne s’arrêtent pas
de jeter des déchets sur le lieu où le berger fait paître ses moutons et d’autres leurs vaches.
C’est donc eux-mêmes qui les ramassent quotidiennement aux pieds de leurs bêtes. Dans ce
contexte, l’implication des institutions locales dans la construction d’un espace comme celuici pose question. Comment les mécanismes institutionnels vont tendre à se mettre en relation
avec ce vivre-ensemble?
On one side, the shepherd and football players have reached a tacit agreement to use different
areas of the field. On the other hand, people do not stop throwing waste at the place where the
shepherd pasture his sheep and other cows. So it is themselves who daily collect trashes at the
feet of their animals. In this context, the involvement of local institutions in the construction
of a space such as this raises questions. How institutional mechanisms will link themselves to
this existing living together?

Comment créer une unité, avec ces individualités singulières au sein de la collectivité
déjà mise en place par ses habitants ?
How creating a unity, with these singular personalitiesin in the community already established
by its inhabitants?
Durant la dernière semaine de mars 2015, notre visite à la municipalité répond d’une
certaine manière à ces questions. huit masterplans ont été conçus dans l’objectif de lier le site
au reste de la ville en y apposant une structure urbanistique dont les axes tendent à rejoindre
les tentacules qui mènent au centre, dont la continuité du boulevard central. Leurs
propositions ne nous semblent pas prendre en compte la structure déjà mise en place par les
habitants, leur mode de vie ; Dans quelle mesure ces institutions vont prendre place dans cette
reconfiguration. D’ailleurs Ade pose cette question lors de notre entretien avec les
représentants du projet. Une réponse claire lui est donnée : « They have to live with it ».
Encore on se pose la question des différences et des liens possibles entre un espace structuré,
construit, auquel les gens doivent s’adapter, et un espace qui est construit par la vie de ses
individualités ?
Ce fut un élément catalyseur du projet : un espace vide ou un espace plein ?
La deuxième question qui nous restait en tête : Pourquoi nous, étrangers, avons nous accès a
toutes ces informations, tous ces masterplans, alors que la plupart des habitants du site
n’avaient pas idée des transformations impliquées pour faire place au nouveau Tirana ; et
n’auront pas idée des propositions municipales avant l’état définitif du projet.
During the last week of March 2015, our visit to the municipality responds in some way to
these questions. Eight masterplans have been designed in order to link the site to the rest of
the city by putting an urban structure with axes as tentacles tending to join the existant ones
leading to the center ; including the continuity of the central old boulevard, crossing the town
from south to north. Their proposals do not seem to take in account the structure already in
place by the inhabitants, their lifestyle; To what extent these institutions are going to take
place in this reconfiguration. By the way, Haxhire, Dhiari, a collaborator ask this question
during our meeting with the representatives of the project. A clear answer is given to her,
"They-have to live with it." Yet it is the question of the differences and possible links between
a structured space, constructed, in which people have to adapt, and a space that is built by the
lives of its individualities?
This was the catalyst element of the project : an empty space or an full space?
Why us, foreigners, we have access to all these information, all these masterplans, while most
of the inhabitants of the site had no idea of the transformations involved to realise that new
Tirana; and will have no idea of municipal proposals before the final status of the project.
Ces deux questions à l’origine de notre démarche ont amenées deux actions directe :
Fouiller, chiner, découvrir la mémoire du site et établir une collaboration active avec ses
habitants. En réaction aux informations reçues nous avons voulu construire notre projet avec
les personnes concernées. C’est à dire de considérer cet espace comme plein, chargé
d’histoires et de vies.
At the root of our approach, these two issues has brought both direct actions: Digging,
searching, exploring the memory of the site and establish active cooperation with its
inhabitants. In response to the informations received, we wanted to build our project with
those involved. That is to say, consider this space as full, full of stories and lives.

A l’image de l’organisation des habitants du site, nos individualités ont construit un
projet collectif sans compromis, au sein duquel nous avons mis l’accent sur l’espace
intermédiaire que constituaient nos divergences.
Cette collaboration a été et est toujours très enrichissante, car elle naît d’un partage de points
de vus et de réflexions issues de nos pratiques respectives. Et aussi d’une approche intérieure
et extérieure au contexte.
Just like the organization of the inhabitants of the site, our individualities built a collective
project without compromise, in which we emphasized the gap formed by our differences.
This collaboration has been and is still very rewarding because it emerge from a sharing of
point of views and thoughts from our respective practices. And also an internal and external
approach to the context.
Aujourd’hui le contexte politique ayant changé, suite aux élections municipales les
masterplans présentés ne sont plus d’actualité. Et des travaux ont déjà commencés sur base
des nouveaux masterplans.
Today, the political context has changed due to the municipal elections ; masterplans
presented are no longer relevant. And construction site and roadworks have already started on
the basis of new masterplans.

1) Context Albania and possible artistic (political?) approach to it
- what were different experiences in entering the context of Tirana? How would different people describe the
situation on location ?
- Which regard could we have arriving in a context as a foreigner ?
- What were the interactions of the „foreign“ approaches (in different ways - for the belgique/the Albanian
students?) to the city / the site?
- what means „foreign“ in the last question?
- what means „foreign“ for the individual artistic/aethetic/political approaches to the specific context of Tirana?

le développement interne ou externe de cette société, ses rapports internes et ses rapports à d'autres
ensembles.
- How react artistically in a specific context where the lecture of that work tends to be politicized ?
- What kind of artistic approach could we adopt in a context where each action tends to be politicized ?
2) Pedagogy of displacement
- How moving the practice/artistic regard in a different context could be relevant ?
- Do this moving in regard to the contemporary art practice needs to be integrate in the actual artistic institution’s
pedagogy ?
- how could a term of such „displacement“ 1) in relation to artistic education and 2) in relation to the process of
the Tirana-workshop be productively described?
- what concretely does such a displacement move within the individual development, specific each to some
exemplary individual practices?
- what are the different functions of individual and/or collective displacement - in one particular practice or in the
frame of a workshop-group-experience?
- How the articulation between collective practice and individual practice could be productive ? In a collaboration
what could produce the ‘back and force’ collective/individual practice ?
- how can the very special context-shift to Albania be read in its implications on a factor (and/or strategy)
displacement in artistic education?
- How the collaboration between different fields could be relevant : What kind of collaboration ? ;

What implies the fact to displace a work in situ in a other context, ex situ ?

Per interesa te perbashketa keta te medhenjte bashkohen. Ky I sherben te gjithe
komunitetit, asaj zone. Ky duhej bere, duhet te ishte mbaruar…Si ide eshte e mire te
shkoje deri te parku ku eshte liqeni. Zgjatimi I bulevardit I sherben te gjithe komunitetit
te asaj zone… Flitet qe ky ka qene qe ne 73’ ne kohen e xhaxhit...edhe ai ka pasur ate
vizionin e vet per zgjerimin sepse Tirana nuk do rrije aq s aka qene dhe do shtohet dhe
me shume. Edhe bulevardi do te shtohet dhe do zhvillohet zona...me rruge, kanalizime,
parqe e shume e shume te tjera.

When it comes to common interests of them, they come and join together. This (the
boulevard) had to be finished. It would serve to the community and whole area…. It
looks a great idea to be continued till the lake. The boulevard extension is beneficial for
all the people of this site…. They say this project was thought since the communism
period, since ’73. Enver also had visions,,,, he did. He had visions for extension of Tirana
because as the capital it won’t stay small, it will expand. Even the boulevard will be more
and more developed,,, more vehicles’ lane, more parks, more canalization etc,,,,

Me pare eshte diskutuar qe do behet nje stadium ketu, nje stadium olimpik… kushtonte
shume 3-400 milion, nuk kishte te interesuar keshtu qe e lane. E gjithe siperfaqja e
gjelber ishte planifikuar per stadiumin… Ne si banore duam shkolle per nxenesit, nga
bregu I lumit deri siper kjo zona nuk ka shkolle fare… Bulevardi duhet te jete me I gjere
dhe shkon deri te lumi e pastaj e bashkon me parkun e liqenit…Iu caktuan cmime shume
te uleta per tokat pronareve… ndarje jo e drejte nga cmimi, japin pak. Nje familjar qe ka
100 metra merr shume pak . As qe I bie ndermend njeriu te na pyese, vetem kur shkojme
ne te keta te planifikimit urban… Interesi yne eshte te behet bulevardi. Ne kete zone ketu
kalohet se eshte thate po ne kohe me shi as qe behet fjale….. Me pare kjo ka qene ferme
perim-patateje, zona me pjellore e Tiranes ka qene kjo… Serrat jane ketu lart, me lule...
Trenin e kane pezulluar tani, duhet te shkosh ne Vore, mendohet te kaloje trami aty.

It was thought of being build a stadium here, an Olympic stadium,,, it costs 3-400 million
(ALL), there were no people interested for that so they quitted from that idea. All the
green spaces were thought for the stadium… We, as people living here, ask for schools
for children. There is no school for kids living near the Tirana River… Boulevard needs
to be wider, and goes till the lake nearby the river,,, there is a ridiculous compensation for
the properties,,,, not fair. No one cares asking us. Sometimes we go and ask urban
planners so that we can at least know what is going on… Our interest is the boulevard.
Here you can pass by because the land is dry, but in rainy days it is so difficult,,, Once
this area was a farm of vegetables/fruits, among the most productive land in Tirana….
The train is now removed. You have to go in Vora,,, longer and longer.

Bulevardin… e kane bere projektin vete ata. Une se kam pare projektin…Une se kam
hyrjen ketu por ata qe kane shtepite… eshte problem… Per mua ndac ta bejne ndac jo si
ju do qejfi… por jane te tjeret qe sduam te shkretet. Une per veten time sdo I lija po te me
jepnin leket po. Po tjua japing leket te behet, ta prishin. … Ja aty eshte shkolla, can duhet
nje tjeter. Te behet rruga njehere, te shkoje deri te lumi, pastaj njerezit I bejne vete
projektet… Te gjithe duan leket ku te shkojne ata te … Une ate kam deshire te behet
rruga pastaj ato projektet e tjera… Stacioni I trenit u prish… Vinim nga Lezha ne Tirane
me tren , por tani se perdorim dot me… Do rrime ne tani te shkojme deri ne Vore…
Eshte si puna e detit, kush e ka afer ben plazh , kush ska rri… Te hapnin ndonje pune
mire do ishte. Grate jane me shume ne shtepi… te hapnin ndonje fabrike te punesohen
njerezit….. Njerezit kullosin bagetite ketu, sbehet gje tjeter. Kam 12 vjet qe jetoj ne
Tirane.. Keto ndertesat ketu kane qene magazina por jane shkaterruar.

The boulevard??? They have done it on their own,,, I know nothing about it,,,, I do not
live here, but the ones who do,,, is a big problem. If it was for me, let them do as they
wish but there are people who do not want. Poor them. I wouldn’t allow if I didn’t take
my money. If they give enough money, let all the thing to be demolished and be build the
boulevard… The school,,, here it is. Why do we need another one? Let the road be
completed, then people do their projects on their own. I wish the road to be firstly build,
then the other projects,,, Train station is demolished,,, now we can’t use it anymore. We
used to come from Lezha to Tirana by train, but now we don’t anymore. We have to go to
Vora to use train. It is like the sea, the beach. The ones who have it (live near) use it, the
others try to. It would be great if they provide job vacancies. Women stay at home all
day,,, let them open any factory for people to work on,,, People bring their animals to eat
here,,, nothing else is done. I am living in Tirana since the past 12 years. These buildings
over here were large storages, but now, as you see, are demolished.

Thjeshte kalojme sepse nuk eshte toka jone… Gjithe token e ruan pronari.. projektin e
kemi pare eshte shume I mire… Na ka mbetur hatri se kane hequr trenin , shkonim ne
plazh tani perdorim autobuset fugonat. . Skane pyetur per asgje shtepite qe jane ndodhur
aty jane prishur… Duhen shkolla, park lojrash, ambjent I paster. Pastertia eshte shume e
rendesishme. Kjo toke eshte private, kur rritet dhe nje cike bari nuk na lene te kalojme,
edhe femijet si lene te luajne.. kalojme nga rruga e burgut.

We just pass here because is not our land. All the land is guarded by the owner… Yeah,
we have seen the project,,, it looks good. But, they removed the train,,, we used it a lot,
went to beach,,,, now we use buses or vans. They didn’t ask about anything, for the house
there, just have destroyed…. There is a need for schools, parks, places for children, clean
environment. Cleanness is very important. This is a private land. When the grass is
grown, owners do not allow us to pass here. Nor the kids to play… we have to pass from
the prison road. (a road which passes nearby the prison, but is a long way for these people
to go home and has no lights)

There were many reparts,,, to protect the country. But,,, but after the 90's everything
came in destruction. What a pity, they have sold even the structures of the buildings.
Nothing is left... Military force is weak now, let the world protect us...

Now I am retired. Wish I could have a better retirement wage, but anyways it is enough...
But others should work other jobs as well to live. What we should do is to protect our
country, to work for the benefits of the country... Here used to be the train station,,, now
it is not anymore. people used to use to train. i am nostalgic because those times people
were one for all, all for one.

Zgjatimi i bulevardit do i shÎrbejÎ gjithÎ komunitetit tÎ kÎsaj zone dhe duhet tÎ bÎhet.
Gjynah qÎ ka ndalur projekti se vizioni ka qÎnÎ qÎ nÎ kohÎn e monizmit, nÎ kohÎn e xhaxhit
se ka patur edhe ai vizion. Duhen rrugÎ, kanalizime, ujÎ tÎ pijshÎm, parqe, vende pÎr
fÎmijÎ. Tani se Á'do bÎhet, po shpresa vdes e fundit... Ju uroj gjithÎ tÎ mirat!

The boulevard extension will serve to all the people, to all Tirana. What a pity the project
has stopped,,, you know, it would have been done since the monism time. Our dictator
was thoughtful too. There is need for streets, drinkable water,, parks etc etc... Well,,, hope

NOoo, we, women do not work. Most of us do not,,, where??? What can we do? Isn't

have more public spaces because we lack them.

Ehhhh, po t'i bÎjnÎ kÎta rrugÎt siÁ i ka gjithÎ bota. Ne nuk banojmÎ kÎtu, po gjithsesi jemi
tÎ informuar se punojmÎ kÎtu dhe na intereson. Trenin kot e hoqÎn se vinin studentÎt e
DurrÎsit, plus edhe kush shkonte pÎr tÎ shitur nÎ DurrÎs,,, tani duhet tÎ harxhojÎ mÎ shumÎ
ai qÎ do pÎrdori trenin,,, po kot se nuk ÎshtÎ ai problemi,,, ÎshtÎ edhe infrastruktura,,, ku i
pÎrdorje dot ata trena??? NjÎ liqen tjetÎr artificial ta bÎjnÎ nuk do ishte keq,,, gjithÎ kjo
TiranÎ,,, se teknologjia ka ecur goxha... Kush merret me ne moj e tÎ na tregojnÎ
projektet,,, ne nuk egzistojmÎ fare, ku egzistojmÎ ne. popull i lodhur jemi, se nuk jemi
ngritur njÎherÎ pÎr tÎ drejtat tona,,,

Ehhh, with they completed the roads as everywhere else in the world. We do not live
here, but still we are informed because we work here and is on our interest what happens
around here. Removing the train was stupid because it was used especially from the
students who came from Durres to Tirana to study,,,, or the ones who had to sell
anything, went to Durres by train,,, Now he has to give more money for the same
activity,,, But it is not the only program that one. Even the infrastructure is terrible,,,
could you really use those trains??? Another artificial lake would be great,,, all this city.
Technology is incredible nowadays... Who cares of listening us and our problems,,, we
do not even exist for them, do we? We are such a poor and lazy community, we have
never raised our voice for our own rights....
