BÂLE METROPOLE - CAMPAGNE
L’agglomération Bâloise possède
le statut d’une ville trinationale,
et se construit sur un système
concentrique, qui implique un développement urbain à l’échelle du
territoire qui tend à englober les
différentes entités rurales plus petites à sa périphérie. La campagne
bâloise, qui entoure la ville, s’efface au profit d’une urbanisation
avide d’espace. Elle est pourtant
le socle d’une topographie variée,
d’une diversité végétale, et d’une
activité humaine agricole, motrice
et actrice du paysage.

PARC CAMPUS : PRESERVER ET DEVELOPPER UN PATRIMOINE VIVANT COMMUN

Notre objectif premier, fut de trouver un équilibre et une nouvelle
cohérence entre la nécessité d’un
développement urbain et un patrimoine vivant à préserver.
En parallèle la ville de Bâle possède une industrie et une économie étroitement liée à l’industrie
pharmaceutique et chimique avec
notamment la présence des sièges
sociaux d’entreprises comme Novartis ou Hoffmann-La Roche.
Un nouveau campus trinational est
l’opportunité pour l’agglomération bâloise de renforcer sa place
dans le réseau des universités européennes, mais également d’engendrer une nouvelle dynamique à
une échelle plus locale. Finalement
trois pôles connectés par une ligne
de tramway, basée sur une ligne de
chemin de fer existante, viennent
équilibrer la métropole, et s’organisent autour d’un vaste territoire
agricole à préserver et considéré
comme un patrimoine vivant commun à tous. Cette poche agricole
vient rentrer directement en résonance avec le pôle universitaire en
devenant le parc-campus. Il est à la
fois fédéré par l’université, les exploitations agricoles en place ainsi
que les collectivités communales.
Ce lieu est un parc puisqu’il est ouvert à tous et devient un nouveau
poumon vert pour la ville de Bâle,
mais aussi un campus puisque l’université vient le fédérer et engendrer des programmes wagons qui
viennent s’y implanter.
L’université se structure avant tout
par le prolongement de la trame
agricole qui compose le parc campus. La typologie d’un parcellaire
en bande est ici réutilisée pour
venir fournir une réserve foncière
dans l’optique d’une expansion future du pôle universitaire. En attendant, ces parcelles deviennent des
terrains en jachères ou des espaces
disponibles pour les agriculteurs du
parc-campus.

This particular kind of area is a clear inheritance of the 1960s policies of town
planning linked with a high car usage. It is now a design which clashes with
current ethical and aesthetic issues and which is therefore less and less suitable
to the economical and ecological concerns we are now faced with.
These examples of zones of mass consumption excesses clash with a new
consciousness of life ethics. When environmental concerns are constantly playing
a greater place in our lives, and as more and more of our ways of consumption
are put to the question, these large single-purposed stretches of asphalt cannot
go on multiplying and need to shift to answer tomorrow’s city’s stakes, pollution
issues as well as soil permeability.

Faced with the challenges of the area and the theme of a productive city, we offer a
dynamic methodology which takes into account the urban complexity of the area
