AFD IN ZAMBIA

FOCUS ON ENERGY SECTOR FINANCING
Present  in  the  country  since  2012,  AFD  has  been  working  with  the  
Zambian   government   to   improve   road   infrastructure,   expand  
access   to   electricity   and   water,   and   support   the   transiDon   toward  
a   sustainable   energy   future.   Between   2012   and   2017,   AFD’s  
porXolio   was   mostly   focused   on   sovereign   lending,   but   the  
organizaDon   is   now   diversifying   its   lending   opDons   to   include  
non-­‐sovereign   loans   and   credit   guarantee   schemes   to   both  
private  and  public  sectors  
AFD   is   a   long   term   partner   of   ZESCO,   Zambia’s   naDonal   electricity  
provider,   and   has   been   instrumental   in   assisDng   the   country   in  
diversifying  its  energy  mix    
Renewable  energy  sources  are  abundant  in  Zambia,  notably  solar,  
hydro,  thermal,  biomass  and  wind    
AFD   is   an   acDve   member   of   energy   sector   policy   dialogue   with  
government,   development   partners   and   other   various  
stakeholders.

STRENGTHENING THE ELECTRICITY DISTRIBUTION NETWORK IN
ZAMBIA IN SOUTHERN DIVISION

Project  start  date:  13/12/2016,  with  a  financing  amount  of  EUR  
40  000  000  
 
The  ImplemenDng  agency  is  Zambia  Electricity  Supply  CorporaDon  
(ZESCO)   and   co-­‐financing   organizaDons   are   KfW   and   European  
Union;  
The   project   is   located   in   four   provinces   that   fall   within   ZESCO’s  
southern  Division,  which  represents  half  of  the  country’s  area  and  
half   of   its   populaDon,   with   access   rate   to   electricity   at   around  
15%  on  average;  
The  project  aims  at  improving  the  performance  of  the  energy  grid  
and   network,   and   at   increasing   access   to   electricity   for  
populaDons,   small   business   and   public   insDtuDons   (health  
centres,  schools,  police  staDons).

A RENEWABLE ENERGY TO MEET GROWING ELECTRICITY
DEMAND

Itezhi  Tezhi  Project.  Start  date:  15/09/2012  with  a  financing  
amount  of    
USD  34  400  000  
The  ImplemenDng  agency  is  Zambia  Electricity  Supply  CorporaDon  
(ZESCO)  and  co-­‐financing  organizaDons  are  African  Development  
Bank  (AFDB),  Infrastructure  Trust  Fund  and  European  Investment  
bank  (EIB)  
The  project  comprised  of  the  construcDon  of  a  hydropower  plant  
and  a  power  transmission  line.  AFD’s  financing  concerned  the  276  
km  long  transmission  line  and  the  reinforcement  of  the  
associated  substaDons,  from  the  Itezhi  Tezhi  Dam  to  Lusaka.  This  
facility  is  completed  and  operaDonal.

AFD IN ZAMBIA

TECHNICAL ASSISTANCE FOR BUILDING THE SMART GRID
ROADMAP OF ZAMBIA: EUR240,000

A  grant  to  support  the  integraDon  of  renewable  electricity  and  
the  development  of  smart  grid  in  Zambia  under  the  guidance  of  
the  Energy  RegulaDon  Board  of  Zambia  (ERB)  
The  aim  is  to  build  a  road  map  for  managing  the  migraDon  to  a  
smarter  grid  in  Zambia  in  phases.  Some  applicaDons  are  already  
in  place  such  as  prepaid  meters  (used  by  all  new  end  users)    
Another  smart  brick  has  already  been  put  in  place  with  the  AMI  
(Advanced  Metering  Infrastructure)    
A  huge  volume  of  bricks  of  technology  will  be  used  at  different  
levels  and  the  TA  has  idenDfied  several  potenDal  bricks  of  the  
smart-­‐grid  roadmap.

AFD IN ZAMBIA

AFRICA GREENCO PROJECT
AFD  is  very  supporDve  of  the  innovaDve  derisking  scheme  of  Africa  
GreenCo,  which  goes  in  the  right  direcDon  in  terms  of  regional  energy  
market  integraDon  and  green  energy  transiDon    
Although  it  is  on  hold  for  now  given  the  current  context,  AFD  will  look  
into  providing  a  guarantee  to  allow  Africa  GreenCo  to  kick-­‐start  its  
operaDons  in  Zambia  as  soon  as  possible    
AFD  works  with  the  public  sector  (while  Proparco  works  with  the  private  
sector),  so  it  would  support  Africa  GreenCo  in  its  sales  to  ZESCO,  when  
the  signature  of  such  power  supply  agreements  will  be  possible  
The  EU  is  also  discussing  this  with  AFD  and  may  get  involved  through  its  
EFSD+  instrument.

THE WAY FORWARD
“In  spite  of  the  current  macroeconomic  challenges,  the  potenDal  for  
investments  in  energy  sector  remains  high,  for  it  answers  the  need  
of  the  Zambian  populaDon.  In  line  with  the  French  government,  AFD  
group  will  conDnue  to  be  an  acDve  partner  in  the  energy  sector  in  
Zambia  and  keen  for  future  intervenDons.”

Proparco  is  a  long  term  partner  of  renewable  energy  Independent  
Power  Producers  (IPPs)  in  Africa    
In   Zambia,   Proparco   supported   one   of   the   first   IPPs:   the   Itezhi  
Tezhi  120  MW  hydropower  plant  
Proparco   is   also   a   financier   of   Copperbelt   Energy   CorporaDon  
since  2015
