การริเริ่มนาเงินตราสกุลยูโร (The euro) มาใช้ ในกลุม่ ประเทศสมาชิกสหภาพยุโรปนัน้ ถือได้ วา่ เป็ น สัญลักษณ์สาคัญ ซึง่ สะท้ อนให้ เห็นถึงการรวมตัวในระดับที่สงู ขึ ้นของทวีปยุโรป ทังในมิ ้ ตทิ างการเมืองและ เศรษฐกิจ การนาเงินตราสกุลยูโรมาใช้ ร่วมกันนัน้ ได้ สง่ ผลกระทบต่อระบบเศรษฐกิจใน หลายช่องทาง ได้ แก่ การค้ า การลงทุน ภาวะเงินเฟ้อ อัตราแลกเปลี่ยน อัตราดอกเบี ้ย ราคาสินค้ า การรวมกลุม่ ทางการเงิน หรื อ แม้ กระทัง่ ภาคการท่องเที่ยว ในการศึกษาผลกระทบของการใช้ เงินสกุลยูโรที่มีตอ่ การค้ า (The euro’s trade effect) นัน้ ได้ มี งานศึกษาศึกษาในประเด็นนี ้เป็ นจานวนมาก โดยที่นา่ สนใจ คือ งานศึกษาของ Richard Baldwin และ คณะ (2008) ซึง่ ผลการศึกษาได้ ยืนยันว่า เงิน ยูโรเป็ นส่วนสาคัญอย่างมากที่ชว่ ยกระตุ้น ให้ มี การค้ า เพิ่ม มากขึ ้น และมีการคาดการณ์วา่ เงินยูโรจะส่งผลทาให้ ปริมาณการค้ าเพิ่มมากขึ ้นประมาณร้ อยละ 5 ไม่เพียงเท่านี ้ งานศึกษาชิ ้นนี ้ ยังได้ ทาการศึกษา อีกว่า เงินยูโรนันสามารถส่ ้ งผลกระทบต่อการค้ า ได้ ซึง่ พบว่า เงินยูโรส่งผลกระทบต่อการค้ าผ่าน 2 ช่องทางหลัก ได้ แก่ (1) ราคาสินค้ าโดยเปรี ยบเทียบ (relative price channel) และ (2) ผลิตภัณฑ์การค้ าชนิดใหม่ (newly-trade goods channel) สำหรับช่ องทำงแรก การใช้ เงินยูโรระหว่างประเทศสมาชิกนัน้ ทาให้ ราคาสินค้ าที่ผลิตภายใน เขต-ยูโรโซนมีราคาโดยเปรี ยบเทียบลดลง โดยมีสาเหตุสาคัญมาจาก (๑) ต้ นทุนการค้ าต่างๆ ภายในเขตยู โรโซนที่ลดลง เช่น ต้ นทุนในการดาเนินธุรกรรม ต้ นทุนในการป้องกันความเสี่ยง เป็ นต้ น และ (๒) การใช้ เงิน ยูโรยังทาให้ สินค้ าของแต่ละประเทศสมาชิกยูโรโซนมี การแข่งขันที่เพิ่มขึ ้น ซึง่ เป็ นแรงกดดัน ให้ ราคาของ สินค้ าที่ทาการค้ าขายกันลดต่าลง โดยมีจดุ ประสงค์ ที่จะเพิ่มความสามารถใน แข่งขัน ด้ านราคาให้ กบั สินค้ า ของประเทศตน เมื่อเทียบกับสินค้ าของต่างประเทศ ทังนี ้ ้ การลดต้ นทุนทางการค้ าทังสองประเภทดั ้ งกล่าว จะส่งผลกระทบเฉพาะการค้ าภายในเขตยูโร โซนเท่านัน้ ซึง่ อาจนาไปสูก่ ารเบี่ยงเบนทางการค้ า ได้ อย่างไรก็ตาม จากผลการศึกษาชิ ้นนี ้ ทาให้ สรุปได้ วา่ การใช้ เงินยูโรนัน้ ทาให้ ราคาสินค้ ามีความโปร่งใสมากขึ ้น และ สามารถช่วยกระตุ้นการค้ าภายในเขตยูโร โซน ผ่านกลไกลราคาสินค้ าโดยเปรี ยบเทียบ ช่ องทำงที่สอง แนวคิดผลิตภัณฑ์การค้ าชนิดใหม่ ได้ รับการเสนอครัง้ แรกโดย Baldwin และ Taglioni ในปี 2004 ซึง่ แนวคิดนี ้มีหลักการว่า เงินยูโรจะชักนาให้ ผ้ ผู ลิตคิดค้ น สร้ างสรรค์ผลิตภัณฑ์ใหม่ๆ ที่มีความหลากหลายมากยิ่ งขึ ้นเพื่อส่งออกไปยังเขตยูโรโซน ซึง่ ผลิตภัณฑ์การค้ าชนิดใหม่ (Newly trade goods) ถือเป็ นปั จจัยหนึง่ ที่สนับสนุนให้ มีการค้ าเพิ่มมากขึ ้นภายในเขตยูโรโซนอีกด้ วย นอกจากนัน้ มีหลายงานศึกษา ที่สนับสนุนว่า เงินยูโรมีบทบาท ในการ เอื ้อประโยชน์ ต่อการค้ า ระหว่างประเทศในหลายลักษณะ อาทิ งานศึกษาของ Berger and Nitsch (2008) พบว่า การนาเงิน ยูโรมา ใช้ นนั ้ มีสว่ นทาให้ ความเข้ มข้ นทางการค้ า (trade intensity) ระหว่างประเทศสมาชิกสหภาพยุโรป เพิ่มขึ ้น และเงินยูโรถือเป็ นเงื่อนไขจาเป็ นสาหรับกระบวนการรวมตัวของสหภาพยุโรปที่ก้าวไปไกลกว่า การเป็ น ตลาดเดียวกัน (Single market) และงานศึกษาของ Goncalves et.at (2009) พบว่า การนาเงินยูโรมาใช้ นัน้ ทาให้ วงจรเศรษฐกิจ (Economic cycle) ของประเทศสมาชิกในกลุม่ EMU มีความสัมพันธ์กนั มาก ยิ่งขึ ้น รำยกำรอ้ ำงอิง Baldwin, R.
