AEOLUS GROUP
Aeolus Group is a company initiated by matured professionals in renewable energy
and bio fuels. The group is focussed on Africa and it has recently been strengthened
with an equity partnership with Cairo/Paris based Best Group International. Best group
offers both finance and research capacity and both shares passion for economic
and humanitarian projects. Aeolus is committed in playing a role in the sectors where
Africa faces large shortages: power, fresh water and sustainable rural projects. A
large portfolio of projects under development have been built within a remarkable
short period, grace to its network of well experienced and connected local Partners.

DJIBOUTI AND AEOLUS
In the horn of Africa Djibouti has its main economic function in transport and logistics
to a large Hinterland. Its port facilities are excellent. It is a small stable Country,
strategically located and blessed with large natural resources: wind, sun and geo
thermal, with good opportunities to be explored to the benefit of the Country.
Agriculture is almost non existent and food must be imported. A large percentage of
the population is non-employed.
Aeolus became interested in Djibouti on basis of a first meeting end 2007 by the GM
of EDD for an orientation on wind power. This contact has been the basis for an
orientation towards the Country; the search for a good local Partner; and a
composition of the projects which can be developed and finance by Aeolus and its
Partners for the benefit of the Country and its people. The comprehensive proposition
has a variety of elements, which will include power, fresh water, bio diesel, and
agricultural development, which also will realize large and new forms of employment.
PROPOSITION
Summary of the Country’s basic needs:
• fresh potable water for domestic
• additional power capacity
• employment and economic development
• reduction of import of fossil fuels
The proposition is based on these basic needs and encompasses a combined
Water desalination
1.1 A water desalination plant for the production of fresh and potable water with a
capacity. 25.000 m³/day of fresh water quality for both household and farm use;
to be located in the Djibouti area. It is calculated that the plant will reguire
some 12 MW power.

Notes:
Wind power is variable. Accordingly power generation will be variable as well, and
strong and immediate changes will have a strong and negative impact on the grid.
Technically some 15 - 20% of wind versus base power is considered by experts as
acceptable. Considering the existing power generation an additional 30 MW variable
wind power to be connected to the grid will destabilize the grid. As result we propose
a plan where a large percentage of the wind power generation will be applied for
water desalination, and where a gas plant of 30 MW will bring larger grid stability and
where the combined 60 MW will be adequate for both the required power for the
fresh water production and for the required extension of the grid’s capacity and
where the combination of base load and flexibility in the water production will result
into a stable network.
Another argument for the combination of gas fuelled plant and wind is the
availability of the gas plant. the plant can be operational within one year after the
decision process, roughly the same period top construct the water desalination plant,
where the wind plant will take some 4 years minimum before operational.

The combination of the 30 MW gas fuelled power plant + the 30 MW wind farm will
realize an average power of 39 MW of which 12 / 14 MW will be used for water
desalination, adding another 25 MW to the grid. the combination is also costeffective related to wind only. Result more: base power, grid stability, larger
efficiency.

1.4 Geo thermal, spread over different locations with a first capacity of 10 MW.
1.5 Bio fuel plantation of 5.000 ha with jatropha as crop as to deliver bio diesel fuel,
which are a proven excellent fuel for diesel powered trucks.
notes:
1) jatropha on a 5000 ha plantation will generate 10.000 ton bio diesel per
year, which can be used for fuelling the diesel trucks driving between
Djibouti and limits the need for hard currency imports.
2) The surplus of biomass on the plantation has the potential for another 1 MW
in a biomass power co generation facility.
1.6 A sustainable multi-crop agricultural plantation of 500 ha, as developed by our
partner Best Group International.
note:
As co generation the projects 1.4. and 1.5 will utilize substantial employment,
calculated to be approx. 4.000 staff,

PRICING
The required investment cost, which are based on international experience, will result
into indicative cost for power and fresh water as follows:


power € 0,082 cents per KWh;
renewed calculations also based on the Namibian wind farm with similar wind
regime will result into slightly lower power pricing between € 0,081 and 0,083
cents per KWh.



water € 0,73 cents or lower per m³.
the cost for water depends on variables which also need agreement with the
authorities in Djibouti, regarding the required specification of fresh water; the
water split between household, and potable water and the water needed for
industrial and farming. these factors will have considerable impact on the
pricing.

INVESTMENT and FINANCE


The total investment will be in the order of € 150 million for the combination of
wind / water and/ geothermal and biomass projects, that is for a total of 71
MW of electric power in wind and geo thermal; and 25.000 cubic meters
fresh water/day.
The production of power and water are scheduled to be delivered to the
Government agencies: EDD and ONEAD as off takers, via contracts
separately to be negotiated and agreed via a PPA agreement. Concession
and agreements for a period of 30 years after which the operations can be
handed over to the Government.



The total investment for the bio fuel and agricultural plantations are in the
order of € 60 million on basis of a 50 year concession. The production will be
sold to the market against market conditions.



The investment can be realize to the unique financial agreement for debt
financing as signed between Aeolus and the Dutch development bank FMO;
and the equity finance with its African based partner Best Group.

LEGAL FRAME WORK


Aeolus will initiate and develop the projects by its development entity: Aeolus
Development Corporation (Pty) Ltd., such in close cooperation with its
financial and Arabian Partners: Best group International ( www. bestgroupint.com ).



Aeolus will initiate a local Joint venture Company in DJIBOUTI with a fair share
for the local partners for which the participation is open for both all parties as
on basis of consensus. The local JV will facilitate the required local contacts
and coordinate work.



Once reached a financial close on basis of a bankable feasibility study per
each project than a so called SPV per each project will be registered and
financed for constructing and operating the entity.

The time frame will be different for each of the projects.

We have observed during the visits and meetings in Djibouti that CERD has matured
expertise on a number of aspects in energy and water; and Aeolus has the intention
to closely co operate with this Institute and its staff during the entire process of
development.
SUMMARY


The projects are based on the basic needs and shortages in Africa and in
DJIBOUTI, as water, power and rural development.



Aeolus has the financial and technical capacity to develop a number of
infrastructural projects in the sectors where capacity building is needed;



The projects will be based on the natural resources which are available in
Djibouti;



The proposed projects for bio fuel and agricultural projects will lower its
dependence on imports and will build an own capacity for bio diesel and
food;



Imports against hard currency will be lowered;



A substantial of unschooled and currently non employed people can be
employed in the project;



projects will realize additional tax income in the future.

We trust that this proposed scheme is in the interest of the republic of Djibouti and its
people.
