Introduction to the REsolution Conference Africa / Marrakesh 2014
A call for an operational rallying of policy makers, entrepreneurs and economic and financial African leaders
Organised as part of the African chapter of the FMDV worldwide programme «REsolutions to Fund Cities – REthinking economical solutions to
sustainably finance local development (1)», the REsolutions Africa/Marrakesh 2014 Conference will be held on the 11th and 12th of December
2014, in partnership with UCLG Africa, and at the invitation of the Marrakesh City Council.
This high level multi-actors’ meeting of continental scale aims at creating or strengthening new dynamics of strategic and technical alliances
between representatives of several African local authorities and their networks, representatives of national public authorities, actors of urban
development financing (institutional and private), as well as experts, academics and civil society representatives.
The objective of the Conference in Marrakesh is to stimulate exchanges between the stakeholders, in order to go beyond the existing assessments,
and to move towards proposals for united actions, as well as operational commitments.
The Conference will be dedicated to sharing and developing practical responses that are appropriate and consistent for African cities,
in accordance with the diversity of local contexts. Both oopportunities and types of interventions to elaborate, and conditions and dynamics
to set up, will be identified in order to strengthen the mobilisation, management and diversification of financial resources for African local
authorities and their partners.
The conference will be preceded by a one-day training seminar on credit rating, organized for the members of the African CFOs’ Network
“AfricaFiNet”, a program coordinated by UCLG Africa.
The conference will mobilize over 250 participants from both Africa and across the world, over two days, divided into plenary sessions,
thematic roundtables, and a time slot dedicated to side-events and B2B.

As part of the worldwide programme REsolutions to Fund Cities, and in order give the conference the scale it deserves, the organisers plan to
communicate as much as possible during the times preceding and following the event. This will be organised on the whole African region, but
also towards Europe, Asia and America, through UCLG, Metropolis, FMDV, and the conference partners.
Coverage through cities networks
Worldwide networks of local authorities such as UCLG and Metropolis, and more especially UCLG Africa, which is co-organiser. Among other
networks associated to the conference, appear notably: ICLEI Africa, C40, several national networks of African cities, Commonwealth Local
Government Forum, MedCities and Federation of Canadian Municipalities.
Institutional coverage
Declaration of Marrakesh REsolutions: opportunity to associate your brand with a declaration of intent signed by personalities and high-level

Art. 7: Cancellation
Each party shall be able to rightfully terminate the convention, at any time and without notice, in the event that the other party fails to comply

The Global Fund for Cities Development (FMDV) is an operational network of local
authorities created in 2010. FMDV work aims at strengthening the financial capacity of
local authorities through the sharing of skills and knowledge, and to promote cooperation

United Cities and Local Governments of Africa (UCLG Africa) is the umbrella
organization and the united voice and representative of local government in Africa. It
results from the unification of the three pre-existing continental groupings of local
governments, namely the African Union of Local Authorities (AULA), the Union des Villes

The Marrakesh City Council, which gathers more than 3 million inhabitants, is a high
touristic and cultural place of the Kingdom of Morocco, which benefits from an
international influence. Through its Urban Development Plan in the horizon 2017:
“Marrakesh, city of constant renewal”, Marrakesh definitively appears as a model of
