LET ME BEGIN BY JOINING MY COLLEAGUES IN WELCOMING YOU TO THIS
RENEWABLE ENERGY IN ZAMBIA CONFERENCE DUBBED “OPPORTUNITIES
FOR FRENCH & ZAMBIAN COMPANIES”.
ALLOW ME TO EXTEND MY GRATITUDE TO THE SPONSORS OF THIS EVENT
THAT HAVE MADE IT POSSIBLE FOR SUCH A GATHERING TO HAPPEN
UNDER VERY DIFFICULT CIRCUMSTANCES. WE DO NOT TAKE IT FOR
GRANTED THAT BESIDES BEING NEGATIVELY IMPACTED BY THE COVID-19
PANDEMIC, YOU STILL SAW IT FIT TO BE OUR PARTNERS IN THIS
CONFERENCE.
ALLOW ME TO ALSO EXTEND MY SINCERE THANKS TO THE FRENCH –
ZAMBIAN CHAMBER OF COMMERCE IN FACILITATING THIS VERY
IMPORTANT EVENT THAT WILL DISCUSS VARIOUS THEMATIC ISSUES IN THE
ENERGY SPACE.
INDEED, THERE CAN NOT BE A BETTER TIME THAN NOW, WHEN THE ENTIRE
SOUTHERN AFRICAN REGION IS GRAPPLING WITH THE ENERGY DEFICITS
DUE TO VARIOUS FACTORS. THEREFORE, THIS FORUM WILL GIVE US AN

OPPORTUNITY TO ASSESS THE POTENTIAL OF RENEWABLE ENERGY
OPPORTUNITIES IN ZAMBIA.
IT IS MY CONVICTION THAT THIS IS A PRACTICAL EVENT THAT WILL
CULMINATE INTO SEEING MORE PRIVATE INVESTMENTS INTO THE ENERGY
SECTOR.

WE ARE COMFORTED BY THE FACT THAT THE ENERGY OUTLOOK LOOKS
BRIGHT FOR ZAMBIA AND THAT THE DEFICITS WOULD BE A THING OF THE
PAST, COME FIRST QUARTER OF NEXT YEAR. HOWEVER, WE WILL NOT
BECOME COMPLACENT WITH THIS POSITIVE OUTLOOK BUT CONTINUE
ENCOURAGING PRIVATE DEVELOPERS TO INVEST IN OUR RENEWABLE
ENERGY SECTOR AS OPPORTUNITIES REMAIN VAST.
IN SAYING SO, I AM NOT ONLY LOOKING AT ZAMBIA AS A MARKET, BUT AS
A LAUNCH PAD OF ENERGY INVESTMENTS THAT WOULD SUPPLY THE
SURROUNDING REGION CURRENTLY IN DIRE NEED OF ENERGY. I AM ALSO
ALIVE TO THE FACT THAT ENERGY DEMAND IS NOT CONSTANT BUT
RESPONDS TO THE YOUNG, FAST GROWING AND INCREASING URBAN
POPULATION FOR THE REGION, INCREASED ECONOMIC ACTIVITIES,
AMONG OTHERS.
I, THEREFORE, WOULD CONTINUE CALLING UPON THE FRENCH INVESTORS
TO COME TO ZAMBIA AND THOSE ALREADY IN ZAMBIA TO BEGIN
THINKING OF EXPANDING THEIR INVESTMENTS TO TAKE ADVANTAGE OF
THE AVAILABLE RESOURCES IN THE COUNTRY. THANKS TO THE VAST
NATURAL RESOURCES AND THE TECHNOLOGY IMPROVEMENTS, ZAMBIA IS
CAPABLE

OF

PRODUCING

A

MUCH

LESS

CARBON-INTENSIVE

DEVELOPMENT MODEL THAN MOST COUNTRIES IN THE REGION. THERFORE,

GOING FORWARD RENEWABLES ARE EXPECTED TO LEAD ZAMBIA’S
ENERGY CONSUMPTION GROWTH.

I AM HAPPY TO NOTE THAT THE FRENCH COMPANIES ARE RESPONDING
POSITIVELY TO OUR CALL FOR INCREASED INVESTMENTS IN THE ENERGY
SECTOR AND CURRENTLY, RENOWNED FRENCH ENERGY COMPANIES ARE
ALREADY OPERATING IN ZAMBIA, ESPECIALLY IN THE ALTERNATIVE
RENEWABLE SOURCES OF ENERGY SUCH AS SOLAR POWER.

THIS

CERTAINLY, IS IN LINE WITH OUR DEVELOPMENT BLUE PRINT, THE SEVENTH
NATIONAL DEVELOPMENT PLAN THAT HAS PUT THE ENERGY SECTOR AT
THE CENTRE OF DEVELOPMENT AS AN ENABLER TO DRIVE THE WHEELS OF
THE COUNTRY’S ECONOMIC DEVELOPMENT. THE PLAN EMPHASISES ON
THE NEED TO DIVERSIFY OUR ENERGY MIX AWAY FROM THE DEPENDENCY
OF HYDRO ELECTRIC POWER. WITH THE INFLUX OF THE FRENCH ENERGY
COMPANIES, I COULD SAY THAT, WE ARE INDEED WALKING THE TALK IN
LINE WITH OUR ASPIRATIONS.
I AM HAPPY TO NOTE THAT MOST OF THE ENERGY COMPANIES FROM
FRANCE ARE INTO JOINT VENTURE PARTNERSHIPS WITH THE ZAMBIAN
LOCAL PRIVATE POWER PRODUCERS. INDEED, THIS HAS BEEN OUR CALL
AND A MORE SUSTAINABLE MODEL OF INVESTMENT. EVIDENTLY, THERE IS
STILL A GROWING APPETITE FROM THE FRENCH COMPANIES WANTING TO
FORGE PARTNERSHIPS WITH OUR LOCAL DEVELOPERS. AS SUCH, I AM
CONVINCED THAT THIS FORUM WILL CREATE A PLATFORM FOR MORE
PARTNERSHIPS IN THE ENERGY SECTOR BETWEEN THE ZAMBIAN AND
FRENCH INVESTORS.

ACCESS TO MODERN ENERGY IS A CENTRAL PILLAR IN REDUCING
POVERTY AND SUPPORT ECONOMIC DEVELOPMENT IN MANY EMERGING
ECONOMIES.
ACCESS TO ELECTRICITY AND CLEAN COOKING ESPECIALLY IN RURAL
AREAS BY FAR CONTRIBUTES TO REDUCING POLLUTION RELATED DISEASES
DUE TO THE TRADITIONAL USE OF BIOMASS.
UNFORTUNATELY, THE USE OF BIOMASS FOR ENERGY IN EMERGING
ECONOMIES, ZAMBIA INCLUSIVE, HAS CONTINUED TO INCREASE WHICH IS
NOT ONLY A PUBLIC HEALTH RISK, BUT ALSO A THREAT TO THE
SUSTAINABILITY OF OUR ENVIRONMENT.
OUR

WOMEN IN RURAL AREAS SPEND TIME HAVESTING FUELWOOD

WHICH IS UNSUSTAINABLE AND IN THE PROCESS, THEY LOSE THEIR
PRODUCTIVE TIME. I, THEREFORE, URGE YOU THE CAPTAINS OF INDUSTRY
TO BEGIN LOOKING BEYOND THE LINE OF RAIL AND CAPTURE THE RURAL
MARKET AS THERE IS STILL A HUGE POTENTIAL FOR ENERGY INVESTMENT. I,
HOWEVER, DO ACKNOWLEDGE THAT SOME FRENCH COMPANIES ARE
ALREADY IN THE RURAL AREAS INVESTING IN OFF-GRID SOLUTIONS. THIS IS
A TESTIMONY THAT EVEN IN THE RURAL AREAS, ENERGY BUSINESS IS
POSSIBLE.

I HAVE SEEN HOW THE DIVERSIFICATION OF THE ENERGY MIX

HAS

CHANGED THE ENERGY LANDSCAPE IN MOST COUNTRIES ESPECIALLY IN
EUROPE. JUST LAST MONTH, PORTUGAL’S LATEST SOLAR AUCTION CLOSED
WITH THE WORLD RECORD-BREAKING LOW PRICE OF US$13.12 PER
MEGAWATT HOUR OR 1.31 CENTS PER KILOWATT HOUR. OBVIOUSLY,

CONDITIONS ARE MUCH DIFFERENT BETWEEN EUROPE AND AFRICA, BUT
THIS IS AN INDICATION THAT SOLAR ENERGY IS PROMOTING A REDUCTION
IN THE COST OF ELECTRICITY. AS SUCH, I LOOK FORWARD IN MORE SOLAR
ENERGY POWER PROJECTS THAT WOULD ARISE FROM OUR DISCUSSIONS
TODAY. EQUALLY, I LOOK FORWARD FOR OTHER RENEWABLE ENERGY
PROJECTS SUCH AS GEOTHERMAL AND WIND POWER.

ALLOW ME TO CONCLUDE BY SAYING THAT THERE IS NEED FOR
CONCERTED EFFORTS BY THE COOPERATING PARTNERS, THE PRIVATE
SECTOR AND THE GOVERNMENT TO COME TOGETHER IN RESOLVING THE
ENERGY CHALLENGES IN THE COUNTRY.
AS A MISSION, WE STAND READY TO FACILITATE THE FRENCH INVESTMENTS
INTO ZAMBIA TO BRING IN DIFFERENT TECHNOLOGIES, PARTNER WITH OUR
LOCALS AND CONTRIBUTE IN RESOLVING THE ENERGY CHALLENGES IN
THE COUNTRY.
WITH THESE FEW REMARKS, I WISH YOU FRUITFUL AND SUCCESSFUL
DELIBERATIONS.
