Ladies and gentlemen;

It is with a lot of joy and pride that I join you at this official opening of the
Renewable Energy in Zambia Conference under the theme: ‘Renewable Energy in
Zambia: Opportunities for French and Zambian Companies’, more so that its
objective is to unlock investment opportunities in Zambia’s Renewable Energy
Sector.
Ladies and Gentlemen,
Allow me to acknowledge and applaud the French business community for their
interest to invest in the renewable energy sector in Zambia. Indeed, this

compliments Government’s efforts of harnessing Zambia’s huge renewable energy
potential and diversifying the Country’s electricity generation mix
Distinguished Ladies and Gentlemen
As you may be aware, Zambia’s electricity generation mix is predominantly hydro,
accounting for 80.45 percent of installed capacity as of 2019. The remainder of the
generation mix comprises of coal (10.06%); Heavy Fuel Oil (3.69%); diesel
(2.80%); and solar (2.99%).
Furthermore, Zambia ranks amongst the lowest in sub-Saharan Africa in terms of
access to electricity services with only 31.2% of the total Population having access
to electricity. Of this, 61.7% access is in urban areas and only 4.4% in rural areas.
Ladies and Gentlemen;
You may also wish to note that Zambia’s demand for electricity stands at 2,300
megawatts (MW). However, the sector is only able to produce 1,490 MW thus
giving a deficit of 810 MW. This situation resulted from limited investment over
the years. Further, the deficit has been worsened by the effects of climate change
on the availability of water, considering that Zambia is highly dependent on hydropower.
The low rates of access to electricity services, coupled with demand for electricity
which is projected to increase by 150MW to 200MW per annum, presents a huge
task for Government but it is also a great opportunity for the private sector to
invest and tap into the many opportunities in Zambia’s power market and
contribute to the achievement of set targets of electrification.

This scenario calls for concerted efforts from all stakeholders to ensure
investments in supply options meet this increasing demand for sustainable energy
services.
Ladies and Gentlemen,
In line this this, My Government has prioritized the energy sector as a key driver
for socio-economic development and a key tool in addressing developmental
inequalities in rural areas.
Therefore, we are committed to creation of an enabling environment that
encourages private sector investments in energy infrastructure as evidenced by the
approval of the National Energy Policy of 2019 which ushered the enactment of
the Electricity Act No. 11 of 2019 and the Energy Regulation Act No. 12 of 2019.
This legislative and regulatory framework is envisioned to be responsive to the
ever increasing energy needs of the economy. It opens up the Power Market in
order to ensure sustainable investments in the energy sector to sustain economic
growth, raise living standards, and reduce poverty.
Ladies and Gentlemen;
Let me reiterate my earlier sentiments that the low levels of access to electricity
provide a strong case for Independent Power Project investments in Zambia.
Your Excellency’s, distinguished invited guests;

In this regard, Government will continue to enhance the policy and regulatory
frameworks in order to foster investments in the energy sector for accelerated
development and provision of electricity services throughout the Country.
Further, during this two-day conference I would like to urge you to identify
investment opportunities as well as engage into meaningful interactions to
establish strong partnerships necessary to unlock investments in the Energy sector.
I am aware of some French companies that have partnered with Zambian
companies in developing on-grid and off-grid solar-PV projects such as the 54
MW solar power plant located in the Lusaka South Multi Facility Zone (MFEZ)
and the Engie Power Corner off-grid system located in Eastern Province of
Zambia. It is our desire as Government to build on the successes so far recorded,
increase the energy access rates, and improve the livelihood of our people.
Ladies and Gentlemen,
At this juncture, allow me to convey my utmost gratitude to the French Embassy in
Zambia, the French-Zambia Chamber of Commerce, and various French and local
companies, who have also committed resources to successfully host this
conference.
Let me once again thank and acknowledge Ambassador, Dr. Christine Kaseba for
travelling all the way from France to be part of this event. Also, I wish to thank all
our development partners and stakeholders for their continued support to the
Energy Sector.
With these remarks, it is my honour and privilege to declare the Renewable Energy
in Zambia Conference officially opened.
